Approval Framework - routing the notification to the originator instead of the requester

We are setting up the requisition approval workflow using approval framework in 9.1. In our organization, department admins will be creating the requisitions in behalf of the requesters. The issue that we have is that the notifications (i.e. request information with the hold button) are sent to the requesters. We are not considering training all of our employees on online requisition and workflow. Has anyone configured the system to route the workflow notification to the requisition originator (i.e. user who created the requisition)?
