how to work center work for EAM

hello,

please any one can help me in the following:

i need to use backlog managment p48201 to create maintenance workorder for fixed asset,i need to use work center to attach for every workorder by "instructions" so when i add WC the "run labor hour" filed  in "work order routing" is empty i dont know this value in the feild come from, i need more information about this all process?
