Error while submitting BI Publisher Report Submission *XML output was not created for the selected j

in Design Tools & Output Technologies - JDE1 (MOSC)
When I submit the Report with BI Publisher template attached, it does not create the BI Publisher output.  When I republish the report again, it creates the output.  Can someone tell me why BI Publisher output is not created with first time submission?
