Cost Details Report uses FABAL.pll whcih is inserting records into FA_LOOKUPS_B

Hello Team,
I would like to understand the design of of FABAL.pll

It is doing the below two things regarding Lookup.

Delete the records for Lookup Type 'REPORT TYPE' for Lookup Code 'COST'
Insert the records for Lookup Type 'REPORT TYPE' for Lookup Code 'COST'

Also when i query this Lookup Type from Quck Codes from 'Fixed Assets Manager' responsibility, i did not find any thins.

Please let me know why do we delete the records and insert. Thanks for your time !
