Taxable Amount in voucher Match

While completing a voucher match we have a need where we need to change the taxable amount to accrue taxes.  The field is secured out on the P4314.  The tax liability, based on the type of account requires taxes on the first 3 % of the expenditure at the specified Tax/Rate Area.
