AQ not able to propagate messages in 11g

Hello Everyone,

 We upgraded our database from 10g to 11g and post the Oracle AQ  is not working (we are trying to post messages from one queue to a remote database using a db link). The schedule is there and is correctly appearing under scheduler jobs but the messages are keep appearing under ready state and wait time for the queue messages is keep on increasing. It works perfectly fine under 10g but not in 11g. We already checked the connectivity with remote database and it works fine. Also we checked the compatibility between remote database and source database using DBMS_AQADM.VERIFY_QUEUE_TYPES and it returns a value 1 which means it is
