Row security septup for a specific user

Hi every One,I did a row security setup in workbench security for a specific user, when the user run the report or check the info on the screen he was able to see the blocked info. I did a couple check on the security workbench but I did not find the issue. I'm sur that there was sonething hidden which
I don't know.
Any help on this subject I appreciate.
