API to insert data into tables "MTL_ITEM_SUB_DEFAULTS" and "MTL_ITEM_LOC_DEFAULTS

Hi,

Need help to populate Item Transaction Defaults for Sub Inventory and Locators, We do not have any public API to load this data. Bug 3672063 has been created but Oracle has not taken up this development for many years. Any available development from Oracle would be appreciated by Cummins, as Cummins does not populate any base table thru non-public API methodology.
