All the expenditures are not showing up in Expenditure Inquiry screen when I do a blind query

I'm unable to see expenditures for all projects, even though, I have all the appropriate settings for Cross Project user... ie..

Function: PA_PAXTRAPE_ACROSS_PROJECT
Under the forms tab, I have set the parameter to MODE="CROSS-PROJECT"

I have also set the profile option for PA: Cross Project User -- View to 'Yes'...

So all the steps are done to allow me to see expenditures across projects but I still cannot..

I'm also trying to view some values in the security extension to see if I can find out more information. However, the procedure has pragma RESTRICTION set, so I'm unable to write to a log table or file.
