Customer Ship to Bill to not visible from other responsibility

Hi,

I have setup a cuustomer with its Ship to and Bill to from one responsibility then when I try to open the customer from other responsibility for a different OU I'm not getting the Bill to and ship to. So my doubt is why do I need to set up the customer from each responsibility? As per my knowledge once anything is setup as per the TCA architecture it should be available accross all modules and all responsibilities.

Please let me know if my understanding is wrong.
