MRP process message P3411 for ST/OT and OP process message is broke how are you handling it

When process a message in P3411 for OP and OT/ST you get the pop  up window that the OP number is created and the OT, but when you look into it the OT is never created ot the OT.

Any suggestions , Oracle says this is a Enchancment.  Work around -Process OP and process meessages and log out to get OP created , Then Log in to create the OT and process message and log out to view the OT numbers.  Note you never see the number created you need to log in again to see the OT number.     Only if you process them together to you see a OT number , but it does not get process.
