Button is Disabled - but how???

This question is probably in reverse to what normally gets asked.

We are on Oracle EBS 11.5.10.2.  On one of our forms a  couple of the standard buttons are grayed out.  The user can't access them.  In this case that's a good thing.  However, I cannot for the life of me figure out what has caused them to be grayed out.  The function is not one of the responsibility exclusions.  The personalizations for the page don't render the display as false.  We do use LogicalApps but there aren't any of those rules touching this form either.

Here is an example of one of the buttons in question.  We created a custom responsibility based on the Purchasing Super User menu.
