Second TNSPING takes long time

After upgrade from Oracle 8 to Oracle 11.2.0.1.0 it takes long time for my application to connect to the database. I can see the same behaviour when using TNSPING. The first connection is fast, but the rest takes long time, any ideas??? The server is on a PC with windows xp and the tnsping is executed from this PC

First tnsping takes from 0-80ms, the following from 1100-2000ms!

I attach my sqlnet.ora, tnsnames.ora and listener.ora
