Include Demand options for replenishment

Need some help I'm new to Inventory and PO -

Current replenishment set up Include Demand, offset days - Static reorder as the Reorder Quantity Option.

New Item - Quantity on hand 0.  Reorder Pt =1, Order Quantity =1, demand = 1

I expected to see replenishment for 2 (order the demand + put 1 on the shelf)

Replenishment was created for 1

Do I have a set up issue or a minunderstanding of include demand option?

We are PeopleSoft 9.0 Bundle 9
