Knowledge Management Setup Issue

I am setting up Knowledge Management and when I attempt to create Statement Types I am getting a message "User does not have proper permissions". I have found note 873552.1 "In Knowledge Managment User Does Not Have Proper Permissions To Access All Screens" which explains that the access to these pages is controlled by the roles and permissions assigned to the user. When I follow the steps in the note:1. Connect as SYSADMIN.
2. Go to System Administrator=>User=>Security=>Define make sure that your user has the
Knowledge Administrator responsibility.
3. Go to CRM HTML Administration=> Users/Registration/User Maintenance.
Under User Role-Mapping make sure that your user has the CS_SYSTEM_ADMIN role.
