Do not basic concept in oracle 9i

 Hi,
   I just move to oracle 9i, so there is a basic concept but I don't remember: Assume that, I set db_cache_size = 100MB so this is max value (high value limit) of database buffer cache or initial value (and can increase automatic) ?
