Changing TOP Position in Approval Hierarchy

Hi,

We have PR Approval Hierarchy from which TOP most position is assigned to no one now due to change in position.

System is not allowing to change this position.

We want to make one of second last position as TOP position, but system is not allowing becuase No Holder for the final position.

Any help on how to change TOP position with No Holder is highly appreciated.
