How to make resources for Process Operation Details?

 Hi Experts, 
Where we define the resources which are used in the Process Operation Details Form. As I did it in the Responsibility of Bill Of Material but they are not showing there in the Process Operations Details form. Is there any other way to define them or there is any other setup for it to see in the form.
