OPMN issue

 Dear All,
Problem Description: We have migrated our production running on windows 2003 32 bit to windows 2008 R2 64 bit (Both Applicaitons and Database)
We performed 2 test iterations and both completed without any issue. But during the production iteration we completed everything, but when we start opmn from services panel we see its started, but we are unable to see its status at backend. we get some thing like:

C:\oracle\PROD\inst\apps\PROD_erp\admin\scripts>adapcctl.cmd status

Checking status of OPMN managed processes...
Unable to connect to opmn.
Opmn may not be up.
exiting with status 2
ERRORCODE = 2 ERRORCODE_END
