Field validations

Im going to first outline my full requirement in case anyone can see abetter solution/help, and then the specific part im working on right now.

I am trying to make a few fields on the lead record required depending on 2 picklist fields: the status and the vendor.

Since I cant make any validation rules on the actual status field, I have created a custom picklist that changes when the status changes - so a duplicate. The vendor field is also a custom picklist, of which there 2 instances when i would need to make the following type of fields required:
