ORA-12514: TNS:listener does not currently know of service requested in connect

I was trying to enable archive logging while installing Grid Control. I ran the "shutdown immediate" command

and now I cannot run the"startup mount" command. It says, "ORA-12514: TNS:listener does not currently know of service requested in connect"

The only way to get the connection back is to restart all the Oracle services. I verified that the Oracle_Home and Oracle_SID settings are right

and I also verified the Listner service is running. Any help with be appreciated.
