Enterprise Magaer database control does not load properly in 64 bit windows environment

Hello all,

We are in the process of moving our databases into a 64 bit environment from a 32 bit.  We are in a Windows 2008 R2 Service Pack 1 environment trying to load 10.2.0.1.  The databases create okay but I cannot seem to get Enterprise Manager Database Control to work.  I have scoured the web but cannot seem to find how to fix this.  Any ideas/suggestions?
