iProcurement Error Message with Link

We are using the por_custom_pkg (CUSTOM_VALIDATE_REQ_DIST stored procedure) to return an error message if certain fields are not populated when creating a requistion in iProcurement.  In the error message, we would love to be able to include a link to a help document.  My problem is that if I just add the link text into the x_error_msg that it will not be clickable and will look odd.  I want to have something more like a "Click here for more information."  Any idea how to do this?  I have tried just adding in HTML, but it is just all displayed as text.  Any ideas?
