Can the Output Tax Classification Code be used as a detemining factor for tax rules?

We are in the process of upgrading to 12.13 and would like to change to a new regime.  We have output tax classification codes on our inventory items in the Invoicing tab and would like to use this in our tax rules instead of creating a new tax category.  It will only be used to determine if an item is exempt.  We do not want to re-enter all tax exceptions into the new regime either.
It is possible to use the output tax classification code in tax rules and if so, how can this be accomplished?
