How to measure "% out of the Box" during Oracle EBS 12.1.3 Implementation...

I am at Cisco and we are putting together a project to reimplement Oracle EBS using as much out of the box functionality as possible so that we can decrease complexity, increase business agility and reduce support costs.

How would you suggest that we measure "% out of the box" at Cisco? 

We thought we could list all of the processes that come with Oracle EBS 12.1.3 and then identify the ones that Cisco could based on their business flows.  Then we could identify those that they will be able to use without any customizations in order to get to our %OOTB metric.
