Operating Unit/Primary ledger

Hi,

 The Add Operating Unit Tab was not visible in the Accounting Setups >> Accounting Options

Hence I added the new Operating unit from the Organization form in the Inventory>>Setup>>Organizations

 But while trying to attach the Operating Unit information in the Others tab the Primary Ledger is not available in the lov

 Please some one let me know-:

 What is the reason for Add Operating unit Tab is missing in the GL Accounting Set ups?
Why the Primary ledger is not visible in lov of Others tab in Inventoy??
