Can't we use Encumbrance functionality if we implement consigned inventory

 Hi Folks,
We have following requirement.

We have multiple Inventory Org's., few of them are require consigned inventory.

but we want to use encumbrance as well, how we can achieve this.

note:- Org structure as follow.

BG-1, LE-1, OU-1, INV ORG-5.
