Delivery Id can not be locked.

Hi ,

We do ship Confirm with Customized Program. Its erroring out with below error messages

order Number:781063
Ship_confirm API for order 781063 Delivery :4855705
Calling Delivery_Action for order 781063
FAIL IN ship confirm API for order : 781063ORA-0000: normal, successful completion
Ship Confirm API x_return_status: E
Ship Confirm API x_msg_count: 2
Ship Confirm API x_msg_summary: Error: The action can not be performed because the selected records could not be locked.
Ship Confirm API x_msg_details: Error: Delivery 4855705 can not be locked.
Ship Confirm API  x_msg_data: Error: The action can not be performed because the selected records could not be locked.Error: Delivery 4855705 can not be locked.
