Reporting Studio ignores the Row Properties for Headings "description"

Currently Reporting Studio with the "allow expansion" enabled in some rows.  The report ignores the Row Properties for Headings "description".  I can not use the custom headings because rows are added dynamically (expansion).

Has anyone seen this issue?  Help.
