Organization Authority in Projects

Hi,

We have two project expenditure org Houston and Dallas within Texas OU. We create project in Dallas which is also a project owning org. Now we have a requirement that Houston technicians should not be able to enter expenses in AP against project in Dallas. Can this be done using Organization Authority by giving project authority ?O
