Recipe Step Quantities different than routing step quantities

What components go into determining recipe step quantities? 

Formula: Ingredient = 1000, Product = 750, Byproduct = 200  (there are 50lbs of unrecovered yield loss)

Routing Qty = 1000.  Nothing populated in routing loss fields

  • Step 10 Qty = 1000
  • Step 20 Qty = 950
  • Step 30 Qty = 750

Resulting Recipe:

  • Step 10 Qty = 950
  • Step 20 Qty = 902.5
  • Step 30 Qty = 712.5

My expectation is that step quantities would copy over directly because the formula ingredient and product quantities correspond with the routing quantities.  But, because there is unrecoverable yield loss, we have been unable to get them to copy over correctly.  We have tried using the Loss figures at the routing but that just takes an amount off of the first step.
