Return partial with interface

HI,

Any information or reference for how to import partial order return with reference from certain sales order.

for your information that we are using oracle version : 12.1.3

what I face is I can input partial quantity for order return at form order but when we do import order with interface, we find ERROR :

APP-ONT-251090 order failed with errors
Error the quantity entered is higher than the allowed deviation for the item. please re-enter

If i set item with deviation 50 % and repeat the step and still find the error ..
