How To Create Party

Hi Team

Can some one tell me how to create Party in TCA / Receiivable? I understand that Party is created with out bill to ship to sites.

I am trying to create party from TCA manager Responsibility -- Customer -- Customer. But here it won't allow to save only name and address. It asks for Bill to / Ship to site, means it is creating customer

is there any specific responsibility or menu/function from where party can be created?
