Can we add a column to the Discount Rules table?

My client subsidizes their retailers with funds in order to help offset some of the marketing costs for ads, displays, events, etc. The negotiations are done the beginning of the year and the retailer provides our client with a reference number which they will use when they short pay. Our client creates lumpsum offers for specific amounts and would like to be able to add an extra column to the discount table rules in order to manually capture the retailer's reference number. This will help our Claims Admin find the right offer quicker.
I realize this is a customization but I am hoping you can provide some guidance for our technical team.
