Inventory Transaction stating 'No Transaction Raw Cost' when viewing in the Transaction Import

Greetings,

After running the Cost Collector and then the Transaction Import with parameters Transaction Source = Inventory and Inventory Misc not all transactions are processed in the same batch. There are transactions having a Rejection Reason 'No Transaction Raw Cost' where the Trans Raw Cost and Trans Burdened Cost are blank. The Functional Raw Cost is populated.

Any ideas why this would only happen to some transactions and what would cause this to happen. Any feedback would be greatly appreciated.
