feature not enabled: Fine-grained access control

I have an Standard Edition database, 11.2.0.3.0, and i'm trying to create a policie. I have understood that oracle Standard Edition don't have enabled Fine-grained access control Feature.

My question is, can i enable this Feature in Standard Edition? What other feature can i use like Fine-grained access control ? Thank you very much
