Cumulative Patches, are they really cumulative???

We are currently setting up an Itanium server and have thus far installed HPUX 11.31, and Oracle Database version 11.2.0.3.0.  I would now like to install the latest patches on top of 11.2.0.3.0 which would seem to take me to 11.2.0.3.2.  When I perform a search on MOS for the latest patches (of any type) for Itanium I get a list of 126 patches sorted by date order.  The top 2 results in the search list are flagged as being recommended by Oracle.  One of these recommended patches does not apply because I am on a single-server, not RAC, but
