Accessorial Cost (weighted cost) not affecting planning as expected

Hi all,

I have a situation where we need to enforce a maximum value to certain shipments. I'm trying to do that by applying a $1M weighted cost to shipment if total declared value is greater than $50K, through an accessorial cost.

That seemed to work fine at first. I planned 5 OR without accessorial costs, and got 2 shipments using vans. I activated the accessorial cost on the van rate record for that itinerary, and planned again, and it used light trucks instead, because the van weighted cost would be so much higher thanks to the accessorial. Then activated accessorial on a light truck and it used a bigger truck, as expected.
