Performance Interview

in Human Capital Management - EBS (MOSC) Question
I am trying to create perfomance records on all our employees and am receiving the following error:  "APP-PAY-51264:  The performance rating which was entered is invalid".  I work in IT and can create performance records for all the employees in IT but if I try to create performance records for employees other than IT I receive the error above.  How can I create performance records for all employees?
