Reports - Filter contains a restricted list of Operators

Morning Folks!

When generating a report; and specifying a filter...the Operators listed, appear to be a shortened version of Operators from that available within BI Analytics.  Why?  The Filter does not appear to have the 'IN' and 'OR' operators...why not?  Has anyone come across this restriction?
