Error "Welcome to Oracle Sourcing! Unfortunately, you can not configure as user..."

Hi,

I have an urgent issue.

I use test environment 11i.

I create a user with HR employee with first name, last name and email.

I assign him sourcing buyer responsabilities with no restriction in menu or function.

When for this user i use sourcing responsability, i receive this message "Welcome to Oracle Sourcing! Unfortunately, you can not configure as user Sourcing. Please contact the system administrator to complete your profile." (or something like that - translated in google). 

So, what is the problem ? How to solve it ?
