Return to Inventory does not update quantity required on Work order

WO status = In progress
System status = released

We did not use all of the items ordered, and item supplied was incorrect item for work order
 Quantity Issued updates to zero,after return to inventory  but quantity required remains equals quantity returned to inventory

The return to inventory for the returned item shows a demand on the returned item

Does inventory need to  do move transaction from eam to Inventory for EAM to remove the wo required item?
