Using a Default Value on a Field

I'm in need of some help in building a Default Value expression.

The business I support is asking for a way to have the 'Contact Owner' auto populate with the 'Account Owner's' name on the "Contact" Page. In 99.9% of most instances the 'Contact Owner' and the 'Account Owner' in CRM is the same.  We are trying to streamline the process and align the auto fill with 'the way the organization operates' most of the time. 

The Oracle Engineering team suggested by building a default value expression would perhaps resolve the above request.

Has anyone done this before?
