oracle alert when run from alert manager does not fetch any records

Hi All,I am posting this alert question ,here because there is no separate alert forum.

I have a invoice qty hold alert query which  is not fetching any records when I run it from the alert manager responsibility in the applications(12.1.3). the alert manager is set to appropriate US responsibility.
However when i pull the same alert query and run it in toad, it does fetch records.
I am wondering what is the difference and what is missing here.
other queries are behaving consistently in toad and in alert manager.
please provide your solutions on this.
