Country Code of the Bill-To needed in QUALIFIER CONTEXT

Hello Pricing gurus
We currently have a need to identify the country of the bill to which will influence applying the appropriate modifiers. Is that field already available in OE_ORDER_PUB.G_HDR or OE_ORDER_PUB.G_LINE APIs ? If not is attribute mapping thru QP_SOURCING_API_PUB is the only option ? Please advise.
