Oracle Alert Fails when CC field value is Null

Hi Team,

Email to field is invalid
<problem email address>
APP-ALR-04131: Cannot send mail (system failed)
APP-ALR-04124: Oracle Alert was unable to deliver your message

I  am getting the above error when CC field value is Null. How to test with Null email id in CC field.
