Configuring 2 OMS for 12c

I'm currently researching Enterprise Manager 12c and looking to build it out in our test environment.  I want to build 2 OMS and have reviewed the Oracle documents which said to use "Sever Load Balancer".  I would like to know what is Oracle Best Practice for using SLB.  Is it Hardware Load Balancer (ie CISCO ACE) or Weblogic Load Balancer?  Anyone could point me to Oracle Best Practice or suggestions would greatly appreciated.
