Can I execute PL/SQL package other than apps user in EBS

Hi All,
I want to convert Oracle Reports in EBS to BI Publisher.
In conversion step, it should be loaded the PL/SQL package into Database.
The PL/SQL package should be executed by APPS user?
I want to execute them other user.
Could you tell me how to execute the PL/SQL package?
