Unable to hide create work order button in work order work beanch for a specific responsibility usin

Hi All,
Using page personalization, i am unable to hide create work order button in work order work beanch for a specific responsibility. I tried to set the rendered property of the button to FALSE for the required responsibility but still it is not working. I have tried it from functional administrator responsibility also. But still not able to hide this one.
