Compensation Workbench How to Set Up Combination Plan

I am trying to find the best documentation to set up a CWB plan where we can plan a merit increase as well as "top performance" increase using the same budget and same effective date.  I have attempted to set up a combination plan but it's not quite doing what I had anticipated it to do.
